Chicago, May 10, 2022—Illinois Institute of Technology political science professor Matthew Shapiro received the Fulbright U.S. Scholars Program award in Political Science/International Relations for the 2022-2023 academic year.

“I am honored to be selected as a Fulbright Professor in the United States,” Shapiro says. “It will be a great opportunity to get back on the field in South Korea with the support of the Fulbright Program.”

Shapiro’s research lies at the intersection between economics and public policy. More specifically, it attempts to understand how to shape national innovation systems and contribute to sustainable development; How to address environmental and energy issues and their impact with relevant policies and political forces; and how contacts from politicians, scholars and the media affect these two areas.

“My research focuses on how to design Korean innovation policy to increase technology-oriented ‘green’ research collaborations with the United States and China,” Shapiro says. “However, given the existing tensions between the United States and China, I will also focus on how Korea’s innovation policy avoids alienating either country regarding potential economic and security concerns.”

Shapiro will be based in Seoul, South Korea, to conduct his research, and will likely travel to other parts of the country such as Daejeon, which is another science and technology center in South Korea. He will conduct interviews with senior government officials, scientists, researchers, and energy-oriented non-profit organizations to understand and identify the drivers for specific policies and the mechanisms behind innovation policy related to green technology in Korea.

The Fulbright project overlaps closely with Shapiro’s previous research in Asia, which includes examining the challenges between South Korea and China in tackling transboundary air pollution, the lack of viable, technology-oriented agreements between South Korea and China, and South Korea’s domestic politics in relation to domestic policies. and international cooperation in research and development. Upon his return to the United States, Shapiro will publish his research and hopes to share its findings with policymakers in the United States, Beijing and Seoul. He says that “the model of research cooperation and technology transfer between competing and mediating countries in pursuit of green technology is of particular importance given the amount of greenhouse gases emitted by the United States and China. It should also provide an important update to traditional theories of international relations that tend to underestimate the role of actors non-governmental”.

Shapiro is a research company of the Joint Center for Energy Storage Research of Argonne National Laboratory and has held research fellowships and appointments at the Asian Research Institute of Korea University, the East Asian Institute, the Industrial Technology Research Institute, and the Electronics and Communications Research Institute.

Since 1946, the Fulbright Program has given more than 400,000 participants from more than 160 countries the opportunity to study, teach, conduct research, exchange ideas, and contribute to finding solutions to common international concerns. The primary source of Fulbright funding is the annual appropriations by the US Congress for the US Department of State’s Bureau of Educational and Cultural Affairs.
